The Canada Arab Congress on Middle East and North Africa Relations (CACMR) expresses its deep concern and shock over the severe and escalating humanitarian catastrophe in the Gaza Strip, where more than 2.1 million civilians, most of whom are women and children, face the threat of famine amid a comprehensive Israeli blockade and unprecedented military escalation that has led to the near-total collapse of health infrastructure and essential services. This crisis threatens to erase entire generations, according to reports by the United Nations and international humanitarian organizations.
In line with its commitment to human rights and international law, the CACMR calls for urgent measures including: an immediate and comprehensive ceasefire in Gaza; lifting the blockade and opening humanitarian crossings unconditionally; the urgent release of all detainees and hostages held by both parties as a humanitarian gesture; the initiation of serious political negotiations under United Nations auspices based on international legitimacy resolutions; official recognition of the State of Palestine by Canada and the international community as a fundamental step toward achieving justice; and increased Canadian government support for relief efforts, especially through UNRWA and humanitarian organizations operating on the ground.
The CACMR commends the joint statement issued by twenty-eight countries, including Canada, on July 21, 2025, which called for an immediate ceasefire, guaranteed unhindered humanitarian access, and rejected all forms of forced displacement or demographic change in Gaza. The Congress also values France’s official announcement of its intention to recognize the State of Palestine during the United Nations General Assembly meetings in September 2025, following the path of European countries such as Spain, Ireland, and Norway, which recognized Palestine in 2024, alongside the promising momentum from the United Kingdom, Belgium, Slovenia, and Malta toward imminent recognition.
While praising the progressive stance taken by the Canadian government in its approach to the Israeli Palestinian conflict, the CACMR urges it to move forward in adopting a bolder position by officially recognizing the State of Palestine, consistent with Canada’s long-standing commitment to the values of justice and peace and support for the two-state solution based on international legitimacy.
The Canada Arab Congress on Middle East and North Africa Relations calls on all relevant parties, official and civil, to join this urgent appeal to protect civilians, ensure their dignity, and work toward ending the occupation and achieving a just and lasting resolution to the Israeli Palestinian conflict, based on the establishment of a viable, independent Palestinian state living in peace and security alongside all its neighbors.

الكونغرس الكندي العربي لعلاقات الشرق الأوسط وشمال أفريقيا يدعو إلى تحرك كندي ودولي عاجل للإغاثة، ولاحلال السلام، والاعتراف بدولة فلسطين في ظل الكارثة الإنسانية المتفاقمة في غزة
يعرب الكونغرس الكندي العربي (CACMR) عن بالغ قلقه وصدمته إزاء الكارثة الإنسانية الخطيرة المتفاقمة في قطاع غزة، حيث يواجه أكثر من 2.1 مليون مدني، معظمهم من النساء والأطفال، خطر المجاعة في ظل حصار اسرائيلي شامل وتصعيد عسكري غير مسبوق أدى إلى انهيار شبه تام للبنية التحتية الصحية والمرافق الأساسية ، ويهدد بمحو اجيال باكملها وفق تقارير الأمم المتحدة والمنظمات الإنسانية الدولية.
وانطلاقًا من التزامه بحقوق الإنسان والقانون الدولي، يدعو الكونغرس الكندي العربي (CACMR) إلى اتخاذ إجراءات عاجلة تشمل: الوقف الفوري والشامل لإطلاق النار في قطاع غزة، رفع الحصار وفتح المعابر الإنسانية دون شروط، الإفراج العاجل عن جميع الأسرى والرهائن لدى الطرفين كبادرة إنسانية، بدء مفاوضات سياسية جادة تحت رعاية الأمم المتحدة تستند إلى قرارات الشرعية الدولية، الاعتراف الرسمي من قبل كندا ودول العالم بدولة فلسطين كخطوة أساسية نحو تحقيق العدالة، وتكثيف دعم الحكومة الكندية للجهود الإغاثية، خاصة عبر وكالة الأونروا والمنظمات الإنسانية العاملة على الأرض.
يشيد الكونغرس الكندي العربي بالبيان المشترك الذي اصدرته ثماني وعشرون دولة، من بينها كندا، في الحادي والعشرين من يوليو 2025، والذي دعت فيه إلى وقف فوري لإطلاق النار، وضمان دخول المساعدات الإنسانية دون عوائق، ورفض جميع أشكال التهجير القسري أو تغيير الواقع السكاني في غزة. كما يثمن الكونغرس الإعلان الرسمي لفرنسا نيتها الاعتراف بدولة فلسطين خلال اجتماعات الجمعية العامة للأمم المتحدة في سبتمبر 2025، سيرا على نهج دول أوروبية مثل إسبانيا وأيرلندا والنرويج التي اعترفت بفلسطين في 2024، إلى جانب الزخم الواعد من المملكة المتحدة وبلجيكا وسلوفينيا ومالطا نحو الاعتراف قريبًا.
وفي الوقت الذي ننوه فيه بالموقف المتقدم الذي أبدته الحكومة الكندية في مقاربتها للصراع الإسرائيلي الفلسطيني، فاننا نحثّها على المضي قُدمًا نحو تبنّي موقف أكثر جرأة، في الاعتراف الرسمي بدولة فلسطين، انسجامًا مع ما دأبت كندا على تأكيده من التزام راسخ بقيم العدالة والسلام، ودعمٍ لمبدأ حل الدولتين القائم على الشرعية الدولية.
يدعو الكونغرس الكندي العربي جميع الجهات المعنية، الرسمية والمدنية، إلى الانضمام لهذه الدعوة العاجلة لحماية المدنيين، وضمان كرامتهم، والعمل من أجل إنهاء الاحتلال وتحقيق حل دائم وعادل للصراع الفلسطيني الإسرائيلي، على أساس إقامة دولة فلسطينية مستقلة قابلة للحياة، تعيش بسلام وأمن إلى جانب جميع جيرانها.
Le Congrès canado-arabe sur les relations au Moyen-Orient et en Afrique du Nord (CCRAM) exprime sa profonde préoccupation et son indignation face à la grave catastrophe humanitaire qui s’aggrave dans la bande de Gaza, où plus de 2,1 millions de civils, majoritairement des femmes et des enfants, sont menacés de famine en raison d’un blocus israélien total et d’une escalade militaire sans précédent qui a entraîné l’effondrement quasi total des infrastructures sanitaires et des services essentiels. Cette crise menace d’anéantir des générations entières, selon les rapports des Nations Unies et des organisations humanitaires internationales.
Conformément à son engagement envers les droits de la personne et le droit international, le CCRAM appelle à des mesures urgentes, notamment : un cessez-le-feu immédiat et global à Gaza ; la levée du blocus et l’ouverture inconditionnelle des points de passage humanitaires ; la libération immédiate de tous les détenus et otages des deux parties, à titre humanitaire ; l’ouverture de négociations politiques sérieuses sous l’égide des Nations Unies, fondées sur les résolutions relatives à la légitimité internationale ; la reconnaissance officielle de l’État de Palestine par le Canada et la communauté internationale, étape fondamentale vers la justice. et le renforcement du soutien du gouvernement canadien aux efforts de secours, notamment par l’intermédiaire de l’UNRWA et des organisations humanitaires présentes sur le terrain.
Le CACMR salue la déclaration conjointe publiée le 21 juillet 2025 par vingt-huit pays, dont le Canada, qui appelait à un cessez-le-feu immédiat, garantissait un accès humanitaire sans entrave et rejetait toute forme de déplacement forcé ou de modification démographique à Gaza. Le Congrès se félicite également de l’annonce officielle par la France de son intention de reconnaître l’État de Palestine lors de l’Assemblée générale des Nations Unies en septembre 2025, emboîtant ainsi le pas à des pays européens comme l’Espagne, l’Irlande et la Norvège, qui ont reconnu la Palestine en 2024, et s’inscrivant dans la dynamique prometteuse du Royaume-Uni, de la Belgique, de la Slovénie et de Malte en vue d’une reconnaissance imminente.
Tout en saluant la position progressiste adoptée par le gouvernement canadien dans son approche du conflit israélo-palestinien, le CACMR l’exhorte à aller plus loin en adoptant une position plus affirmée, à savoir la reconnaissance officielle de l’État de Palestine, conformément à l’engagement de longue date du Canada envers les valeurs de justice et de paix et son soutien à la solution à deux États fondée sur la légitimité internationale.
Le Congrès canado-arabe sur les relations au Moyen-Orient et en Afrique du Nord invite toutes les parties concernées, officielles et civiles, à se joindre à cet appel urgent pour protéger les civils, garantir leur dignité et œuvrer à la fin de l’occupation et à un règlement juste et durable du conflit israélo-palestinien, fondé sur la création d’un État palestinien viable et indépendant, vivant en paix et en sécurité aux côtés de tous ses voisins.
